WEBINAR: Democracy in Latin America

The internet and social media can play a key role in protecting elections and addressing the threats to democracy arising from the COVID-19 pandemic, but harnessing the potential of ICTs is fraught with challenges.

On Friday, May 29th at 16:00 CEST, President Laura Chinchilla, Chair of the Kofi Annan Commission on Elections and Democracy in the Digital Age, will lead a discussion on the impact of the pandemic in Latin America and how countries in the region can use technology to protect the integrity of their elections.

The discussion will be hosted in partnership with the Instituto Nacional Electoral, and live-streamed on their Facebook and YouTube pages.

Internet y las redes sociales pueden desempeñar un papel clave en la protección de los procesos electorales y lidiar con las amenazas a la democracia causadas por la pandemia del COVID-19. Sin embargo, aprovechar el potencial que ofrecen las TIC está lleno de retos.

El viernes 29 de mayo a las 16:00 CEST, Laura Chinchilla, presidenta de la Comisión de Elecciones y Democracia de la Fundación Kofi Annan en la Era Digital, dará una charla sobre el impacto de la pandemia en América Latina. En concreto, se hablará de cómo los países de la región pueden usar las nuevas tecnologías para proteger la integridad de sus procesos electorales.

La discusión se realizará en asociación con el Instituto Nacional Electoral y se transmitirá en vivo por las páginas de Facebook y YouTube de esta institución.

Elections have become almost universal since the end of the Cold War. Yet in many countries where elections are held, freedom and democracy are actually in retreat. Intended as mechanisms for the peaceful arbitration of political rivalries, they frequently become flashpoints for political violence. At the core of these paradoxes are elections without integrity. All too often, elections serve merely to give autocratic regimes a veneer of legitimacy. But elections without integrity cannot provide the winners with legitimacy, the losers with security and the public with confidence in their leaders and institutions. This makes polities fragile as it encourages disgruntled groups to find other, less constructive, channels for the expression of their discontent. The Kofi Annan Foundation and Electoral Integrity Initiative advise countries on how to strengthen the integrity and legitimacy of their electoral processes and avoid election-related violence. Looking beyond technical requirements, they focus on creating conditions for legitimate elections, making it possible to govern peaceably in a climate of trust.
